Rossburn Waste Grounds

Winter hours from September 2nd to April 30th as follows:

• Tuesdays and Thursdays from 1:30pm to 4:30pm
• Saturdays from 10:00am to 3:00pm

• Tuesdays 1:30pm to 4:30pm and 7:00pm to 9:00pm
• Thursdays 1:30pm to 4:30pm
• Saturdays 10:00am to 3:00pm

Our Waste Grounds is located West of the Town of Rossburn, at the end of Road 113 N past Victoria Avenue.  Our Waste Grounds contains:

1. The landfill building that was built for household waste storage;
2. The Eco-Centre to store used oil and oil products, and antifreeze and antifreeze containers;
3. The used tire area to store tires without rims in rows according to size;
4. The metal depot area pile to store larger metal products; and
5. The burn area to deposit ONLY clean burnables such as untreated wood, tree trimmings, or straw.

You must be a resident or property owner of the Rossburn Municipality to dispose of garbage at the Rossburn Waste Grounds. The landfill building is designed to accept only household waste that cannot be recycled or reused, and no hazardous or liquid waste.

Since landfills have the potential to create long-term negative impacts on the environment, the Province of Manitoba has regulations and programs to govern the operation of our waste grounds to encourage further waste diversion and recycling to ensure the environment is protected. The Rossburn Waste Grounds (the landfill) must follow our operating permit and we are required to meet Manitoba’s strict regulatory requirements, which includes Manitoba Environment Officer inspection and monitoring to determine compliance.

Our landfill has a limited lifespan and it is becoming increasingly costly to operate. The more we recycle the less we put in our landfill, the longer we will have our landfill. Other municipalities have had to close their landfills that reached capacity and become a transfer station, where garbage cannot be safely placed in the ground and must be transported to another location – which is costly for the taxpayer. 

In Manitoba to ensure that best landfill operating practices are applied throughout the province, all landfills must have a certified operator onsite any time the facility is open to the public. If our Operator is not on duty, or the facility is closed, the gate must be closed to prevent access to the site. The required operator training and testing costs for certification, plus operator wages are paid by the municipality as part of our landfill operating expenses. The Waste Grounds Operator is responsible for controlling the entrance and checking loads for wastes prohibited at the facility; for directing traffic to appropriate disposal areas; and ensuring safety procedures are followed by visitors.

The Municipality is required to submit a Waste Reduction and Recycling Support (WRARS) report on the annual amount of garbage received and must remit a WRARS Levy to Green Manitoba. The Province of Manitoba also requires the Municipality hire a costly but qualified professional engineer for the design construction/alteration of our landfill, who can then identify potential factors that may harm the environment, and provide methods to reduce actual or potential harm.
